Import and Export


Import of Goods
Before goods are imported into Singapore, the importer is required to apply for a permit from the Singapore Customs and Excise Department (SCED) through Trade Exchange. If the relevant requirements are met, the Singapore Customs and Excise Department will issue a Singapore Import Certificate and Confirmation of Delivery to the importer to ensure that the goods are actually imported into Singapore and not diverted or exported to a prohibited destination. In general, all imported goods are subject to GST. If the imported goods are controlled goods, a permit application must be submitted to and approved by the relevant authorities.

 

Export of Goods

For the export of non-controlled goods by sea or air, a permit application must be submitted through the Trade Exchange Network within three days of export. For the export of controlled or non-controlled goods by road and rail, a permit application must be submitted through the TEXNET prior to export. The export of controlled goods also requires prior approval or permission from the relevant competent authority.

 

Import and export commodity inspection and quarantine

Singapore has very strict standards and procedures for the inspection and quarantine of imported goods. The Agri-Food and Veterinary Authority (AVA) is responsible for the inspection and quarantine of imported food, animals, and plants, while the Health Science Authority (HSA) is responsible for the inspection and quarantine of imported drugs, cosmetics, and other commodities.

 

Agricultural and Food Inspection

Importers of agricultural and food products are required to apply for a license from AVA, and only traders who have obtained an AVA import license are allowed to engage in agricultural and food import business in Singapore.
AVA has a set of food safety plans, which has different requirements and detailed regulations on the import sources, packaging and transportation, inspection procedures, and standards for meat, fish, fresh fruits and vegetables, eggs, processed foods, and other commodities.

 

Animal Quarantine

Only AVA licensed importers are allowed to import animals for commercial purposes in Singapore. Each importation of animals must apply for a permit from AVA and obtain customs clearance in advance. All imported animals must comply with AVA’s veterinary standards.

 

Phytosanitary

Imported plants and plant products must present the phytosanitary certificate issued by the relevant agency of the country of origin and obtain import permission from AVA. All imported plants and plant products must comply with the health standards set by AVA, unless otherwise specified, plants and plant products must be inspected by AVA after importation. Endangered plants protected under the Washington Convention (CITES) must have a CITES permit to be imported.

 

Drug and Cosmetic Testing

Under the Drugs Act, the Toxic Substances Act, and the Misuse of Drugs Act, all importers, wholesalers, retailers, and exporters of pharmaceutical products in Singapore are required to obtain the relevant permission from the HSA to conduct their business. All importers of pharmaceutical products and cosmetics are required to declare the ingredients and efficacy of the products to the HSA and obtain approval before importing.
